You cannot find or read any Secret Notes until you unlock the Magnifying Glass. Follow these steps during Winter to get it:
Trigger the Cutscene: Walk from your Farm to the Bus Stop during Winter between 6:00 AM and 4:00 PM. You will see a short cutscene where a “Shadow Guy” panics and runs away.
Follow the Tracks: The “A Winter Mystery” quest will automatically add to your journal. Follow the footsteps left in the snow through Pelican Town.
Inspect the Bush: The footsteps lead to a bush located just left of the playground, near the Community Center.

To read a found note, place it in your top inventory row and right-click. This saves it permanently to your Secret Notes Collection Tab. The most effective activities for farming notes include:
Artifact Spots: Hoeing up small wiggling worms gives an 11% to 13% drop chance.
Monster Slaying: Defeating monsters in the Mines or Skull Cavern yields a 7% to 9% chance.
Fishing: Every time you catch a fish or pull up trash, there is an 8% drop chance.
